Gerhard Fritz Kurt Stoltenberg (29 September 1928 – 23 November 2001) was a German politician of the Christian Democratic Union (CDU) who served as Minister-President of Schleswig-Holstein from 1971 to 1982 and Federal Minister of Finance from 1982 to 1989. Stoltenberg was born in Kiel, Germany, the son of a pastor. He studied law at the University of Kiel and passed his bar exam in 1956. He then worked as a lawyer in Kiel. Stoltenberg entered politics in 1958 when he was elected to the Kiel city council. He was elected to the Bundestag in 1961 and served as Parliamentary Secretary of State in the Federal Ministry of Finance from 1967 to 1969. In 1971, Stoltenberg was elected Minister-President of Schleswig-Holstein. He served in this position until 1982, when he was appointed Federal Minister of Finance by Chancellor Helmut Kohl. As Finance Minister, Stoltenberg oversaw the implementation of a number of economic reforms, including the introduction of a value-added tax and the reduction of government spending. He also played a key role in the negotiations that led to the reunification of Germany in 1990. Stoltenberg retired from politics in 1990. He died in Bonn, Germany, in 2001. Stoltenberg was a member of the Evangelical Lutheran Church. He was married and had three children.
