Martens Wilfried is a Belgian politician who served as Prime Minister of Belgium from 1979 to 1981 and from 1981 to 1992. He also served as President of the European Council in 1993, President of the European Commission from 1995 to 2000, and Secretary-General of NATO from 2003 to 2009.
Martens was born in Evergem, Belgium, on 19 April 1936. He studied law at the University of Leuven and worked as a lawyer before entering politics. He was elected to the Belgian Chamber of Representatives in 1971 and served as Minister of Finance from 1972 to 1974.
In 1979, Martens was appointed Prime Minister of Belgium. He led a coalition government that included the Christian Democratic and Flemish, Socialist, and Liberal parties. His government implemented a number of austerity measures in response to the economic crisis of the 1970s.
Martens resigned as Prime Minister in 1981 after the Socialist Party withdrew from the coalition. He returned to power in 1981 as the leader of a new coalition government that included the Christian Democratic and Flemish, Socialist, and Green parties.
Martens' second government focused on economic recovery and social reforms. He introduced a number of measures to reduce unemployment and promote economic growth. He also reformed the education system and the health care system.
Martens resigned as Prime Minister in 1992 after the Christian Democratic and Flemish party lost the general election. He was succeeded by Jean-Luc Dehaene.
After leaving office, Martens remained active in politics. He served as President of the European Council in 1993 and President of the European Commission from 1995 to 2000.
In 2003, Martens was appointed Secretary-General of NATO. He served in this position until 2009.
