Goulard Franois is a French politician who has served as a Member of the European Parliament (MEP) since 2014. He is a member of the Union for a Popular Movement (UMP), part of the European People's Party (EPP).
Goulard was born in Vannes, France, on September 21, 1953. He studied at the University of Rennes and the Institut d'études politiques de Paris. He began his political career in 1983, when he was elected to the municipal council of Lorient. He served as mayor of Lorient from 1989 to 2001.
In 2001, Goulard was elected to the Brittany Regional Council. He served as president of the council from 2004 to 2012.
In 2012, Goulard was elected to the French National Assembly. He served as Minister of the Environment, Energy, and Sustainable Development from 2012 to 2014.
In 2014, Goulard was elected to the European Parliament. He is a member of the Committee on Environment, Public Health, and Food Safety.
Goulard is married and has two children.
