Phillips James was born in Alexander City, Alabama, on February 5, 1936. He graduated from the University of Alabama with a degree in political science. After college, he served in the U.S. Army for two years. He then returned to Alabama and began his political career. He was elected to the Alabama House of Representatives in 1966 and served until 1970. He was then elected to the Alabama Senate, where he served from 1970 to 1978. In 1978, he was elected to the U.S. House of Representatives, where he served until 1993.
James was a member of the Republican Party. He was a conservative and was known for his strong support of the military and his opposition to abortion. He was also a strong supporter of the Second Amendment and gun rights.
James died on March 15, 2023, at the age of 87.
