French Member of the European Parliament from 1989 to 2007. He was elected on the Union for French Democracy ticket and sat with the Alliance of Liberals and Democrats for Europe group. He was a member of Dieppe Municipal Council (1983–1989) and of Haute-Normandie Regional Council (1986–1998). Bourlanges has been a member of the European Parliament since 2009. He is currently a member of the Committee on Foreign Affairs and the Committee on Development. He is also a substitute member of the Committee on Civil Liberties, Justice and Home Affairs.
Bourlanges is a graduate of the Institut d'Etudes Politiques de Paris (Sciences Po) and the École Nationale d'Administration (ENA). He began his career as a civil servant in the French Ministry of Foreign Affairs. He later served as an advisor to the French Prime Minister and as a member of the French Parliament.
Bourlanges is a strong advocate for European integration. He is also a proponent of free trade and a supporter of the transatlantic relationship.
Bourlanges is married and has three children.
