Gates is a graduate of the University of California, Berkeley, where he earned a master's degree in city and regional planning. He began his career in the early 1970s as a planner for the City of Oakland. He later served as planning director for the City of San Francisco and as the director of planning and development for the County of Marin.
In 1995, Gates founded his own consulting firm, Gates Urban Planning and Development. The firm provides a wide range of planning and development services to public and private clients. Gates is a frequent lecturer and author on urban planning and environmental issues. He has published numerous articles and books, including "The Sustainable City: A Blueprint for a Green Urban Future" and "Climate Change and the Future of Coastal Communities."
Gates is married and has two children. He lives in Berkeley, California.
